Delaware
Founding
In 1631, the Dutch were the first to settle in Delaware by establishing a trade post at Zwaanendael. In 1638, a Swedish trading post and colony was established at Fort Christina by Peter Minuit. The Dutch conquered the New Sweden colony and annexed it into the Dutch New Sweden in 1655. In 1664, the Dutch were conquered by English ships under the direction of James, the Duke of York. In 1682, the Duke of York passed his ownership to William Penn. He was granted Pennsylvania. However, Penn wanted an outlet to the ocean from his new colony, so he persuaded the Duke of York to lease him the western shore of the Delaware Bay. He received a charter for both Pennsylvania and what became known as "the Lower Counties on the Delaware". In 1704, as Pennsylvania grew larger, the members of the two regions agreed to meet and pass laws separately. Pennsylvania and the Lower Counties shared a governor but never merged.
